Youth soccer group pitches a new layout for Eagle Landing's Field D
Fulshear Youth Soccer wants nine small fields at Eagle Landing's Field D and partner status. Staff back the new layout, not the partnership as written.

Key facts
- Who: Fulshear Youth Soccer (FYS), a program of the Fulshear nonprofit Texas Community Athletics, and the city's Parks and Recreation Commission.
- What: FYS asked to rebuild Field D at Eagle Landing Park as nine small-sided fields, and to become a Recognized Sports Association (RSA) for the park.
- When: The item was on the commission's Oct. 9, 2026 agenda. The city says a new layout wouldn't be in place before the spring 2027 season.
- Where: Eagle Landing Park in Fulshear.
- What it means for residents: Families with players ages 3 to 8 would see different field sizes. Anything the commission recommends still needs City Council approval.
Fulshear's youngest soccer players could be playing on a different setup at Eagle Landing Park by spring 2027, if a proposal from the league that runs their games gets through the city.
Fulshear Youth Soccer took the plan to the Parks and Recreation Commission at its Oct. 9 meeting. It asks for two things: a redesign of Field D, the part of the park used by the youngest age groups, and recognition as an official partner for the park.
Nine fields instead of eight
Field D now has eight fields. Four are 25 by 35 yards, for U6 through U8, and four are 15 by 20 yards, for U4 through U6. The FYS layout would make room for nine fields in four sizes:
- One 40 by 35 yard field for U8
- One 40 by 28 yard field for U7
- Two 30 by 40 yard fields for U6
- Five 20 by 15 yard fields for U4
The city memo says the changes are big enough that the new layout couldn't be ready before spring 2027, and only if both the commission and City Council sign off.
The partnership question
The bigger question is the second request. FYS wants to be a Recognized Sports Association, or RSA, for Eagle Landing, which would give it a defined relationship with the city. In its proposal, FYS asks for a five-year agreement with signage, long-term field scheduling, on-site storage, reduced concession stand rates, and a role in planning park improvements. It also offers to help coordinate and monitor professional maintenance of Fields C and D, paid for by the city.
FYS says it serves more than 1,000 youth and adult players, with programs starting at age 3 and seasons starting at $175. It also says its games and practices bring more than 4,000 visits a week to the park during its main seasons. It describes itself as the recreational partner of HTX Soccer West, but says the two are run separately.
City staff split their recommendation. They support changing the Field D layout, with adjustments so no fields end up in drainage ditches. They don't recommend the RSA agreement as written. The memo notes that HTX Soccer already holds a four-year RSA designation for Eagle Landing and puts its own money toward maintaining the META field and Field B. Staff asked FYS for a revised proposal that shows funding or in-kind support for maintenance and park operations.
The commission only advises, and its minutes from Oct. 9 haven't been posted yet. Any recommendation goes to City Council next.
Also on the agenda: more painted utility boxes
The same packet says the city's Art Box Project has three utility cabinets left to wrap in artwork: at Bois d'Arc Lane and Charger Way, at Texas Heritage Parkway and FM 1093, and at Cross Creek and FM 1093. A call to artists is planned for January 2027, with the founder of the Fulshear Arts Alliance helping city staff judge entries.
The documents are in the commission's Oct. 9 agenda packet.
