Fulshear City Council will consider renting one food-truck space at Primrose Park for $50 a day. The proposal is an update to the Primrose Athletic Facility Use Policy. It is Item VIII.B on the consent agenda for the regular meeting on Tuesday, Oct. 20, 2026.

The park has been renting athletic fields for a few months. The staff memo says someone has asked to bring mobile food units, the city's term for food trucks, to the park. Kelly Ravsten in Public Works prepared the item. Assistant City Manager Kelsee Jordan Lee will present it. Staff recommends approval. The memo lists no new city expenditure for the change.

Where the truck would park

The updated policy sets aside one parking space near the fields. Field renters, food truck operators, or other interested parties could rent it. The price on the fee table is $50 per space, per day.

That space is the only dedicated food-truck spot at Primrose Park. The policy says no other food trucks are permitted. The truck can use the space once the removable bollards are moved.

The memo says this fee matches the mobile food unit fee for food trucks at Eagle Landing Park. Staff says the rules were checked with the city's health inspector.

Permits a vendor would need

Texas House Bill 2844 moved permitting and inspections for mobile food units to the Texas Department of State Health Services. A truck that wants to operate at a city park has to provide that state-issued health permit.

The truck also has to get a city permit. The policy tells the operator to submit a Temporary Event Vendor permit through the GovWell portal at https://app.govwell.com/fulshear. The steps listed in the policy are to select Health Permit, then Temporary Event Vendor.

How this fits the park rules

The attachment is the full athletic-field policy, with the food-truck section added. Fulshear Little League is the recognized sports association for Primrose Park. The city designated the league on May 18, 2026, and the league gets priority access through a rental agreement. Other groups can still reserve a field through the Parks and Recreation Division.

The same policy prohibits alcoholic beverages in any Fulshear park during an athletic event or a practice, and it prohibits portable barbecues. The city keeps the first right to run concessions. If the city does not run the stand, it tells the renter, who can then arrange food service with city approval and the required health permits. Field-rental prices in the same table are separate from the new $50 food-truck line.

What happens on Oct. 20

Consent items are generally passed in one motion. A council member can ask to pull one item for a separate discussion and vote.

The meeting starts at 6 p.m. in the council chambers at the Fulshear Municipal Complex, 6611 W. Cross Creek Bend Lane. Residents may speak on agenda items and on topics that are not on the agenda. Speakers register in advance, and each person gets three minutes. City Secretary Mariela Rodriguez certified that the notice was posted on Wednesday, Oct. 14, 2026, by 5 p.m.

The fee, the single space, and the permit rules are Item VIII.B in the city's Oct. 20, 2026 agenda packet, pages 37 through 48. The meeting notice is the Oct. 20 agenda.
