Downtown Fulshear drainage project heads toward FM 359 with a $150,000 contract change
A $150,000 amendment would raise Fulshear's downtown drainage contract with Pape-Dawson to $718,921.90 and add FM 359 design work for a TxDOT permit.

Key facts
- Who: The Fulshear City Council and Pape-Dawson Consulting Engineers. Public Works staffer Tiffany Fields prepared the memo. Project manager Matthew Riley will present it.
- What: Amendment No. 5 to Agreement No. 2020-054, adding $150,000 for 4th Street construction services and for FM 359 design, testing, and construction management. The contract total would be $718,921.90.
- When: Council takes it up Tuesday, Oct. 20, 2026, at 6 p.m. The city first authorized the agreement in October 2020. Pape-Dawson's proposal is dated Sept. 30, 2026.
- Where: Downtown Eastside Drainage along 4th Street and FM 359, also called Main Street, including the 4th Street outfall. The meeting is at 6611 W. Cross Creek Bend Lane.
- What it means for residents: The $150,000 is inside the $389,195 the memo lists as already budgeted. The 4th Street construction-management budget is based on three to four months to completion. The FM 359 construction-management budget is based on six months of construction, after a TxDOT construction permit.
A $150,000 contract change would carry Fulshear's downtown drainage work toward FM 359. City Council will consider the fifth amendment to the city's agreement with Pape-Dawson Consulting Engineers. It is Item VIII.N on the consent agenda for Tuesday, Oct. 20, 2026.
The council authorized Agreement No. 2020-054 in October 2020. The written agreement is dated Oct. 21, 2020. The project is Downtown Eastside Drainage on 4th Street, Phase I and Phase II, covering surveying, drainage design, roadway replacement, and outfall improvements. Pape-Dawson's letter to Public Works Director Cliff Brouhard calls it drainage work from the Downtown Master Drainage Plan along FM 359 (Main Street) and the 4th Street outfall.
What the new money covers
Staff recommends that council approve the amendment and authorize City Manager Zach Goodlander to sign it. The price in the recommendation is $150,000, and the contract total after the amendment would be $718,921.90. The memo lists $389,195 as the amount budgeted in account 300-000-5701-01. It leaves the line for an additional appropriation blank.
The Sept. 30, 2026 proposal splits the $150,000 into five tasks:
- $16,500, billed as time and materials, to continue construction-materials testing on 4th Street. The amount includes a subconsultant's cost plus 10 percent for management.
- $28,000, time and materials, to continue construction management on 4th Street. The proposal bases that budget on three to four months to completion. The work is reviewing contractor submittals, shop drawings, questions, change orders, and pay applications; coordinating fixes with the contractor and the city's construction manager; leading progress meetings; and attending the substantial-completion and final inspections.
- $22,000, a lump sum, for additional final design. The letter says recent TxDOT comments on the FM 359 plans require more drainage work before the state will issue a construction permit. The task includes drainage area maps and drainage calculation sheets.
- $38,500, time and materials, for new materials testing on the FM 359 construction, again with a subconsultant plus 10 percent for management.
- $45,000, time and materials, for construction management on FM 359. The proposal bases that budget on six months of construction and lists the same kinds of reviews, meetings, and inspections as on 4th Street.
Those lines total $150,000. The proposal says that figure does not include direct expenses or sales tax. If the work runs past the budget, Pape-Dawson may ask to modify the agreement. The fees are valid for one year from Sept. 30, 2026. The firm would keep going on the current services and start the new ones after the city signs.
The staff summary says the amendment covers materials testing for FM 359 Phase I, more testing for Phase II, drainage design, and TxDOT permitting for the FM 359 portion. The recommendation also labels the job Downtown Eastside Drainage (4th Street) Phase 2, Project D20B.
What the timelines are based on
The three-to-four-month period is the assumption in the 4th Street construction-management budget, described as time to completion for that continuing work. The six-month period is the assumption in the new FM 359 construction-management budget. The design fee is there because the FM 359 plans still need a TxDOT construction permit.
Tiffany Fields prepared the memo. Matthew Riley, a project manager, will present it. Consent items pass together unless a council member pulls one. The meeting is at 6 p.m. at the Fulshear Municipal Complex, 6611 W. Cross Creek Bend Lane. The amendment and the fee table are Item VIII.N in the city's Oct. 20, 2026 agenda packet, pages 255 through 261.
Questions and answers
What would the $150,000 pay for?
Pape-Dawson's Sept. 30, 2026 proposal splits it into $16,500 for more materials testing on 4th Street, $28,000 to keep managing that construction, $22,000 for extra FM 359 drainage design tied to TxDOT comments, $38,500 for FM 359 materials testing, and $45,000 to manage FM 359 construction.
Is this a new contract?
No. It is the fifth amendment to Agreement No. 2020-054, which the council authorized in October 2020 and the parties dated Oct. 21, 2020. The amendment would cap total fees at $718,921.90.
Does the city have to find new money?
The memo lists $150,000 as the expenditure and $389,195 as the amount budgeted in account 300-000-5701-01. It does not list an additional appropriation. Staff asks council to authorize City Manager Zach Goodlander to sign the amendment.
When would FM 359 construction finish?
